LETTER FROM CHIEF
EXECUTIVE OFFICER,
SEFERINO M. MONTANO
INSIDE THIS ISSUE:
As we approach summer we look forward to vaca-
tions, outings, grilling in our back yards, and just
enjoying some warmth., we can’t put our guard
down and allow Congress to propose and pass ad-
verse policy that would change our health care deliv-
ery system. As I’ve stated numerous times before, I
have had the privilege of serving in my capacity as
CEO for 40 plus years and I have witnessed what
people go through when they don’t have the means
to pay for their health care. The Affordable Care Act
gave States the option to expand Medicaid to per-
sons who were at or below 138% of poverty. In my
opinion, the Expanded Medicaid Program was God
sent to so many people who were not in a financial
position to afford insurance coverage. In my tenure
at La Casa, I witnessed people who were destitute
and who anguished when they were not able to buy
their medication, be admitted to a hospital or see a
specialist simply because they did not have insur-
ance coverage or the financial means to pay. We
have a moral obligation to fight for the protections
that have been put in place through the Affordable
Care Act. If we were to lose these protections, it
would be devastating to not only the progress that
has been made, but it would be catastrophic to peo-
ple with chronic diseases. It is incumbent upon us to
stand up and voice our support for the protections
afforded through the affordable care act. There con-
tinues to be talk of a bigger and better health care
plan that will replace the Affordable Care Act but no
one has seen it and that stems from the fact that
there isn’t one.

In my opinion, the only concept that has surfaced
other than the Affordable Care Act that makes sense
is Medicare for all. We are the only industrialized
country in the world that doesn’t have a universal
health care plan and our health care outcomes are
worse and the cost of delivering care exceeds that of
countries that have universal health care. We have
and continue to be at the mercy of a health care
system that is profit driven which leaves out a large
portion of our population. I think most of us can
agree that a Medicare for All Plan is distant and will
take a while to pass and implement. But there are
some steps that can be taken by Congress that can
bring about some accountability in our health care
system. Congress should introduce and pass a bill
that reimburses hospitals and physicians on quality
outcome measures and that they be required to be
transparent and post outcomes and charges. Trans-
parency should include average stay for certain ad-
missions, infection, re-admissions, mortality rates,
etc. This gives the health care consumer information
that will allow them to select a provider based on
quality and the amount that is charged for proce-
dures. This is not a new or radical concept, as a
matter of fact, New Mexico has had this discussion
and made some progress in it. The problem is that it
has not been refined to a point where it is mandated
by law and that it can’t be circumvented by hospitals.

Roswell welcomes a new

WHAT IS YOUR ROLE AT LCFHC?
I am a Certified Nurse-Midwife and provide healthcare for women of
all ages & stages of life. I do “well-woman” visits to discuss general
women’s health concerns such as their menstrual cycles, birth control
options, general health guidelines. I can also see women for other
concerns outside the normal such as peri-menopausal changes, or
other women’s health related issues.
WHAT DO YOU ENJOY MOST ABOUT YOUR PROFESSION?
I enjoy meeting women from so many walks of life. I have found in
women’s health that often women may often feel “not heard” in their
previous health care experiences and I make it a priority to listen to
each women. I enjoy being able get to know them even in the brief
time they are with me.
WHAT YOU WOULD LIKE NEW PATIENT TO KNOW?
I have been practicing as a Nurse-Practitioner for close to 18 years.
With this experience, I am very comfortable and knowledgeable about
women’s health and the problems that can occur for women. I try to
empower them to be involved in their health care plan and appreciate
how small changes can make a huge difference.
WHEN YOU ARE NOT WORKING, WHERE MIGHT WE FIND YOU?
When I’m not working you’d most likely find me at home or running
around town. I have 2 kids, a senior and sophomore at Clovis High
and try to be as involved as I can in their last few months/years of
school. My husband and I enjoy traveling even if its just to Lubbock
for dinner and little shopping.

F R I E N D L Y F E E D B A C K
La Casa Family Health Center began last year using
Greenway Health to launch a new patient portal service
known as My Health Record. My Health Record is
convenient for both the patient and care team. Patients
can communicate with their care team with the innova-
tive message system without having to call their local
clinic. Also patients are able to request appointments
and receive updates on their health records and those
of a family member or children. Features of My Health
Record are:
Sending secure messages to care team.
Review/Request Appointments.
Request prescription refills or view lab results.
Send records to other healthcare providers.
Access health information from any web
browser, including mobile devices.
The primary reason for using this system is to improve
communication of health information to patients, This
portal allows our patients to manage what is most im-
portant which is the health of themselves and loved
ones. Keeping our patients healthy is important to us
and providing continuous communication to our pa-
tients and care team allows us to be active in your
health care needs.
You can improve your experience at LCFHC by signing
up for My Health Record by asking a front desk staff
member for a registration link.

rounding mental health is one of the first steps to reduce
the stigma. We encourage you to not be afraid of seek-
ing help.

LA CASA INTRODUCES NEW
DENTIST TO ROSWELL
La Casa has hired a Dental Surgeon to serve the Roswell
community at our ENMU– Roswell location. Dr. Howard
Rhoads, DDS is familiar with the Roswell area and its dental
patients. Most dentist in the area referred oral surgeries to
him at his previous location in Artesia. Dr. Rhoads is origi-
nally from Cody, Wyoming but has lived in Ft. Sumner and
will be joining our Roswell community.
Dr. Rhoads received his education at the University of Wyo-
ming with a Bachelors Degree in Microbiology and received
is D.D.S. at Creighton University in Omaha, Nebraska. He
knew he wanted to be a dentist after his military service
required him to do oral surgery and other types of surgery as
a combat medic.
When asked about his goals at La Casa Family Dentistry, Dr.
Rhoads explains, “My goal is to establish a source for oral
surgery for patients in [Roswell] community and surrounding
areas, there fore eliminating the referrals of patients to out of
town clinics for oral surgery procedures.”
Dr. Rhoads will be able to see Medicaid eligible patients for
oral surgery as well as patients that have private insurance.
In his spare time, Dr. Rhoads enjoys cooking, professional
BBQ competitions, skiing, and spending time with his wife
and family. To schedule an appointment simply contact
